Why Japanese women wear skirts or minis when they come to America, not afraid of Dirty minded Guys?

I wonder if these japanese women notice this and .. well i know they have a right to wear whatever they want.But knowing how many American highschool (and other)guys are so disrespectful ,,, i wouldn’t be wearing hot miniskirt or something if i was a japanese coming to America.
