Christian Women: skirts and shorts, what is too short?

I am a youth leader and I have been asking a lot of poll questions on the topic of modesty. What is your personal rule for skirts and shorts, what is too short? What is your reasoning? Do you have different length rule for shorts than for skirts? Please explain.
